Ratnagiri in Kilminnal is located on the Vellore Chennai National Hghway. The Temple could be cited from the road side since it is located on an elevated hillock. There is a Welcome Arch on the main road leading to the Temple top. There is a motorable ghat road leading to the Temple for which they levy a small fee for all vehicles. Apart from this there are footsteps starting at the base of the hillock. There is a small Sub Shrine close to the foorsteps in which Sri Ganapathy is seen and it is believed that He should be Prayed first before going to the Temple of Sri Bala Murugan. The footsteps leading to the Temple has a shelter and is being maintained meticulously.  The Temple is believed to have been constructed in the 14th century and was sung by Saint Arunagirinathar. Some say that this Temple was initiated and built by Saint Arunagirinathar himself. 

The Temple has an East facing five tiered Rajagopuram. Beyond this are the Sub Shrine of Sri Ganapathy and Sri Murugan. The Presiding Deity of the Temple is Sri Bala Murugan who is seen in the Sanctum Sanctorum as Thirukolam. Sri Bala Murugan is seen in the East facing Moolasthanam along with His two Consorts Valli and Devasena. Most of the Jewels worn by Sri Bala Murugan and His Consorts are made of Gold, Diamond and other percious stones. The Moolasthanam itself has been built in a sparking manner with granite stones. There are Sub Shrines for Sri Ganapathy, Sri Durga Devi etc. Recently the Temple's Chariot has been remodelled and designed making it look eye captivating. The Hexagonal or six sided Temple Tank or Pushkarani is another feature of this Temple. Unlike other Murugan Temples Sanskrit is not followed here. Instead Archanai and other Poojas are done in the vernacular Tamil Language. Thai Poosam, Skanda Shasti, Aadi Kiruthigai, All Fridays, Masi Magam, Panguni Uthiram, Vaigasi Visagam are some of the festivals celebrated with great fanfare. The Soorasamhaaram which occurs in Tamil Aippasi Month is nor celebrated here.
